Why am I not running a single game on the ps4 Pro at 60fps?

I have ac origins and odyssey, battlefield 1, uncharted 1-4 and the Witcher 3 wild hunt.

none of these games runs at 60FPS but at a maximum of 30fps (I even counted that with a slow motion recording myself. Why is that not possible? It was even advertised with the 60 FPS for the ps4 pro, why does this not work for any game?

The ps4 pro is connected to a Samsung ue43ru7179 4K tv, so it shouldn't be the TV.

Witcher 3 - 30 FPS
Origin and Odyssey - 30 FPS
Battlefield 1 - 60 FPS
Uncharted 1-3 - 60 FPS
Uncharted 4 - 30 FPS

First of all, not every game runs at 60 FPS.

I even counted that myself with a slow motion recording

I counted the individual pictures. I did a slow motion recording with my iPhone. I then cut this to 1 second and counted the pictures.

What was it that was now unbelievable?

In rare cases it may be due to the TV because there's an extra "game" mode

Which has to be set beforehand on some TVs

Because the PS4 Pro is too weak to output constant 60fps. And although in 1080p it should actually be possible for many games, the developers have nevertheless decided that many games only run at 30fps.
