I just connected my cable to my computer then there was no connection then the cable in Playstation 4 was also not connected so both devices did not recognize anything although the cable was plugged in for both devices I have internet via Wi-Fi on my cell phone. Can I assume that the cable is broken?

The cable is a USB or Gardena cable? If it is a network cable, there must be an active router on the other side.
