It pays to buy a "good" graphics card, for a game ball experience, at least as playable as a ps4.
And if so which gpu? It's best not over 120 … Or if a cheaper synonymous then the recommend. Just recommend something and advise me.

Then rather wait until the information comes, if i7 920 or 4790K makes a big difference. To say lumpy, "the power adapter is enough" is not reliable either. But at 120 euro one can only use one used, e.g. Buy RX 570/580.

8 AMD Jaguar Cores with about 1.8 - 1.9 Ghz on modified K10 basis (Athlon II / Athlon 5350)
clearly superior.
The graphics card compares roughly to a Radeon HD 7870 alias R9 - 270X or comparable RX 560 - 16 CUs.
This would have your brother's computer at least in cross-platform game development in about the same possibilities as a PS4 standard.
For the approximate performance of a PS4 Pro, however, it would have to be a graphic card from the beating of a Radeon R9-390 (X) to Radeon RX 480 to RX 570/580.

Power supply: pro82+, does not know exactly which model, there are two: one has 385 watts and the other 525, one of them is. I can only say gpu later: but it is from nvidia, and I still remember the following: the cap on it is silver, on the sides these metallic tubes protrude which are probably for cooling, and it has hdmi. Merh I can't say right now, because the pc is not in my presence

Well, there are completely different architectures, which also have quite different performance. If the CPU does not come along, even the fastest GPU will not make a difference.
At the system and budget I would offer a RX 570. The offers an excellent performance for their prices.

The Radeon HD 7870 or R9-270 (X) you will only get used.
The R9-390X you will only get used, but then you need a really strong power supply with 2 × 8 pin PCIe - power supply, a lot of space in the housing and very good cooling housing.
In the case of a Sapphire RX 570 Pulse - 8GB at Mindfactory, a Radeon RX 570 would cost around 135 Euro (expected to be available again from 24.07) For this card, your power supply would need 1 × 8 pin PCIe power supply.
A RX 560, which is only about half as fast as the RX 570, is not worth it for prices around 110 to 130 euro. The RX 560D would be a bit slower than the RX 560, but would still cost about 100 euro.
Used but you could also get a Geforce GTX 1050Ti with 4 GB GDDR5 for about 100 euro with some luck:

This card sorts out roughly in the middle between RX 560 and RX 570, but does not need more energy than an RX 560. Ideal if you do not trust the existing power supply too much.
