Play Fallout 76 Wastelanders without multiplayer?

As the title (hopefully) suggests, it's very simple and simple: Can I play Fallout 76 Wastelanders alone without multiplayer, or do other players cross my path while I'm playing?

Since I'm a PS4 player and I'm too stingy to buy PS-Plus, I'm considering whether to buy it or not because of the question that the Internet can't give me a good answer.

No fallout 76 is only multiplayer but if you buy fallout first you get a private server where you are alone but is still online
