Ps4 software installation options?

Hay and I have a problem my ps4 has the worst quirks and the ps4 sup told me to install a new ps4 system on it all no problem knows how the matter is I have no PC I can download the file to my smartphone and synonymous aufm smartphone to create the folder and the download file there push m-a question here is the ps4 can also pull the fabric or is necessarily a usb drive necessary I have heard of fat 32 and formatting that I can with my smartphone I think not or I would have to download tool's I can tell anyone with a clue there's only the possibility to make the whole thing about a pc with usb stick?

It is best to reset the PS4 to factory settings and set everything up again.
