Do I have to buy all DLCs (Elder Scrolls Online)?

I got ESO someday and installed it on the PlayStation again. When I wanted to play, however, it was said that I should buy the entire game and was forwarded to an upgrade pack with the new DLC. Since I can't play now, do I have to buy the DLC? By the way, I'm not interested in the ESO Plus subscription.
