Are hackers and modders out and about on the PC?

I never gambled on a PC. Only on Playstation Vita, 3.4, etc. (I'm a PlayStation kiddie, as many call it). As far as I know there are no hackers or modders on the PS4 that affect a player. How is it on pc Are there a lot of hackers and modders out there and is it annoying?
