Moving out of home at 16/17?

I really want to move out of home because my family drives me crazy and I can never concentrate on studying. There are always arguments and disagreements. My brother is the biggest problem, he's already 18 but doesn't do anything and just plays Playstation all day and yells around. My mother has thrown him out several times and told him to move in with our father (divorced), but he keeps coming back even though we tell him so often to go. We're already looking for a new apartment and then move in without my brother, but I just have no more patience for my family and want to have my own apartment. My mother has sole custody and her wages come from the job center. Would it be possible to have your own apartment at the age of 16/17? (no flat share) And who pays it then?
