Playstation PayPal approval means has errors?

Have recently acquired a new Ps4 pro. Only there's a problem, if I want to add PayPal as a means of payment is in the end an error has occurred. How far can I get. I click on payment method on Paypal enter email password, then comes with the ID confirmation and finally I have to accept the terms of use of PayPal with Playstation. It then loads and it appears An error has occurred although everything was correct. (Try 25 times)

You are MINOR and you are not allowed to use Paypal!

The use of Paypal is basically only allowed from 18J - without exception!
