Hello to the setup first: I have a Telekom Speedport W723V Type B as a W-lan router, and a Netgear AC1750 Smart Wi-Fi Router Model: R6400v2 as Accespoint. They are connected to each other via a tp link powerline adapter. At the Accespoint there are 3 more lan cables that need 2 PCs and a Ps4.

The problem: I usually download at up to 20 mb / s, but the Internet is only fluctuating too often, you don't have any Internet at all and when you are then the Internet is very often so bad that you only get 0.2 Mb / s s downloads and these problems are becoming more and more common, especially that the Internet is simply gone.

First you have to find out where the problem is:

What is the speed when you test directly on the Powerline adapter?
So just plug in a notebook instead of the AP

Further question:

is the Netgear AC1750 Smart Wi-Fi Router configured as an access point or as a normal router?

So if I run it directly via the Powerline adapter, I definitely have a better Internet connection with the normal router, there are almost never problems with the Accespoint.

I guess that it was configured as an access point, so to speak, two Wi-Fi connections, one netgear72-5G and the normal Wi-Fi stop

The difference from AP to router is that the router creates its own network and assigns the IP addresses itself via DHCP. An AP only extends the network and does not assign its own IP addresses.

Search times in the http://www.downloads.netgear.com/files/GDC/R6400/R6400_UM_GR_20Aug2015.pdf for "Using the router as a wireless access point" - Maybe this will help…

So I noticed that every time my internet crashes or it is very slow, it is fixed when I switch off my PC that is connected to the AP via lan. The other pc connected via lan does not pose a problem and the third pc because i disconnected some time ago because every time the lan cable was plugged into the AP a red lamp went on and the internet suddenly became super slow.

You can find out how the router is configured as follows:

First you attach the computer directly to the PowerLan and enter in the command prompt: ipconfig / all

The entries separated by medium are of no interest - mark the entry with the active connection with the mouse and then press the Enter key.

You can then enter the result here.

Do the same if the PC is connected to the AP - you can also take one that is already connected there - it should look something like this - so a total of 2x:
