A friend of mine is streaming on Twitch (I'm Mod) and people are constantly coming into the stream who troll and write racist things in the chat and also have these messages played through the sound alerts via bit donations. If you ban them, they create new accounts. Can I block an IP address on Twitch? I have not found anything.

As far as I know it is not possible to distribute an IP ban on Twitch. You just have to just block all accounts that post something like that. Twitch then distributes the required ban's into waves.
