About the GPU via NVENC (new) is better on a 1060 than on the CPU.

With an upload of 10mbit you should rather choose the 900p version with 60 pictures there's the maximum load at 10.5mbit in the average is the utilization at 8-9mbit.
if you still want some air then Griffin for 720p variant this is a maximum of 8mbit.
10 mb / s is enough to stream. Twitch has a maximum bitrate of 6000 (if this is really the maximum, only twitch knows) but with this rate you can definitely stream 1080p.

On 1080p with 60 images is not possible at 4.5 to 6mbit I have experienced myself when I pull the stream it partly over 10mbit and everything under it looks blurry.
That's why I just suggested it from my own experience.
