This PC is the purest garbage. You can stream, but probably only with a capture card. You will only use OBS depending on the codec c.a. Have 4% less FPS. Otherwise if you 4% are still too much you buy hold for 170 euro an Elgato Capturecard.

Sounds like a power supply defect, if it is not on the power supply, I would remove the CMOS Bios battery, wait 5-10sec and pure. So complete BIOS reset. Check RAM bars and possibly see if everything is in there properly.
However, it could also be that the power reset switch panel on the mainboard is connected incorrectly and thus the PC can't be switched on.
