Can I stream 60fps with a 16k line in 720p?

I only have 16 at home, 12Mbps down and 1.4Mbps up. I love to stream osu! And wanted to ask if it was possible to stream this game in 720p60fps on Twitch. I don't want to continue to put those disgusting 480p60fps on my audience. The performance of the PC is not a problem because it is very well stocked. Could you tell me what I have to set at Streamlabs OBS because of the encoder setting and so on.

It can work, but you have to turn down the bit rate, which you should turn up if you are streaming at 60fps. Back then I also had a 16K with 2 Up and always set 720p30 2500 bit rate.
