Since I've had a few annoying experiences lately, I wanted to ask the group what kind of specs you would recommend me if I want to stream in Full HD and 144 FPS on Twitch games like Cold War, i.e. Games that are not underperforming now.
Don't know what your budget is but definitely a Ryzen CPU. The Ryzen 5 5600X would be a slightly cheaper option compared to a 7 or 9, but very good in terms of performance. 6 cores should definitely be enough if you stream and play on Full HD. Graka moderately I would recommend a 3070, as long as the budget lasts. Otherwise tend to a graphics card from AMD with a similar performance. The rest is up to you, I recommend at least 16 gigabytes of RAM from e.g. G.Skill or Corsair with 3200-3600 MHz.

You should get a Ryzen 7 3700X or 5800X with 32GB DDR4-3600MHz RAM and an RTX3070. As a mainboard a decent X570 mainboard, if only a Wi-Fi connection is possible, with Wi-Fi 6 *. As a case a decent case like the Corsair 4000D or NZXT H510i.
A Crucial P1 as SSD.
For full HD streaming you should have a line with an upstream of at least 10 Mbit / s, for UHD streaming an upstream of at least 25 Mbit / s.

And I already have a PC, I just know that it's not quite enough for streaming, i.e. I already have a mainboard and case. But is a mainboard essential for good performance? I've been using mine for a while and don't know what kind of one I have.

A mainboard can affect performance. More expensive mainboards often have more PCB (Printed Circuit Board) layers and thus enable faster communication. More expensive mainboards often have better and more cooled VRMs.

Yes, goes for the Ryzen 7 3700X / 5800X. A UEFI update is required at least for the 5800X and possibly also for the 3700X.
