Why is there the circle in the middle (youtube or twitch)?

Why actually through the circle the video or stream stops without the circle it would just go on

This is the loading / buffer sign the symbol indicates that the video is now loading

there can be several reasons why this happens. Poor internet connection is the most common cause

The circle shows you that something is loaded. This is just a visual signal for you.
