The Mac Mini is overpriced and not well cooled, it can hardly be upgraded or only requires a lot of effort and does not support a graphics card.
Although you don't necessarily need a graphics card because the processor has a graphics chip, Apple unfortunately still relies on Intel processors, and their graphics units are really bad and often cause problems even in simple games. In your case, a PC with a Ryzen 2400G or 3400G would be ideal. These are both quad-cores with 8 threads and a pretty strong graphics unit. Actually perfect for office and casual games.
Furthermore, you should make sure that the PC has either 2 x 4 GB or 2 x 8 GB RAM with at least 2800 MHz.

I have Mac Mini at work (administration). With MS Office on it. This is a bit slimmed down compared to the Windows version. In addition, the standard Apple keyboard comes without a number pad, which annoys me with Excel tables. The Magic Mouse has a touch instead of a scroll wheel, which is nice for tables, but I imagine corrosive in games. It is not unusual for eas to shift by mistake.
Mac Mini is nice and small and silent. Disadvantages is that several applications cost additional. There's a lot of freeware and open source for Windows.
I find Windows 10 caustic with the update requirement. It's like a subscription. You do not know which forced update shoots what.

Here the Mac Mini would surely overheat and reduce its performance if the games were even available for Mac OS, which is not the case for all games. Depending on the game, the Ryzen PC might get problems for 500 euro. However, if we balance the budget and a PC for 800 euro or more comes into question, it almost certainly gets along well with almost all games. At 800 euro there's also a usable graphics card. I don't know how you got the idea that graphics cards are currently expensive, AMD and Nvidia are pretty price wars going on, and both have recently launched one inexpensive graphics card after the other.
