I would like to start streaming on Twitch and would like to know if my PC would be suitable.
My hardware:
CPU: AMD Ryzen 5 3500U with Radeon Vega Mobile Gfx (performance of 2.10GHz)
8 GB RAM (of which 6.95GB can be used according to the system)
Windows 10 Home (64-bit operating system with x64-based processor)
The graphics chipset is Radeon Vega 8
The hard drive is a 512GB SSD (additional SSD can be retrofitted)
The attentive reader has already found out that this is a notebook. I still have a PC tower, but it is extremely slow and has Windows Vista installed, so it falls out.
I mainly plan to stream "just chatting" and most likely without a facecam at the beginning. Unfortunately, I don't have the budget to invest in a more powerful PC at the moment, which is why I would have to stream either with my laptop (hardware mentioned above), my cell phone (Huawei p20) or my Ps4.
Could one perhaps also distribute tasks to different hardware, for example that the cell phone delivers the picture, and sound and the stream itself run on the PC? Would be nice if someone of you knew that.

Only for streaming in approx. 1080 x 1920 is the hardware completely fine. But if you want to surf the Internet or play games on your laptop, I can tell you: "Unfortunately it won't work." Streaming the Internet takes a lot of power.
You can no doubt stream with your laptop, while gaming would not work. However, if you would connect the PS4 to your laptop with an elgato capture card, it could work. Otherwise you could look at the sound for those in ear headphones (you usually have them lying around at home), they usually deliver quite OK sound or a little lavalier microphone (they are available for 10 euro and deliver really good sound)
A little tip from me a face cam at Just Chatting imo very important you can buy a cheaper webcam first
