Yes, just like youtube
You can't have 2 youtube accounts with the same email… At least I have no idea how to do that… Do not think that's possible
So I have my youtube account and can change the account to a second account.

Sure it's possible. You have to create a brand account under your yt account. I have 6 yt accounts 😆 all on the same address
So 2 accounts on the same mail goes with Twitch in my opinion not
