No it doesn't, I've already completely reformatted my PC and have hardly any programs on it. In Task Manager I see it in the 3D area that it is being used.
How did you format Via Windows or via ISO?

Let the GPU clock fade in, then you know it
If the card has nothing to do, it clocks down to save electricity
This is "weaker" and a higher load is generated for small things
If more power is needed, it clocks accordingly
