Can you stream on Twitch and YouTube at the same time?

I once heard that you are not allowed to stream on YouTube and Twitch at the same time because Twitch has a 24-hour right to something (I forgot the term). But where else have I read that you are allowed to. Could someone help me with that?

I believe 95% of the time that - as long as your Twitch channel and your YouTube channel are not monetized - you are allowed to do so. But as soon as one of the two are monetized only on one of the two.
