If it's a dua, you can certainly say amin and pray with me.

But if you mean the Salah / Namaz, i.e. The ritual prayer: no, you can't join his prayer.

You must be in the same place for you to join his prayer.

YES, because - if you live in D, which I suspect - then you are allowed to, because you live in a FREE and not in a Muslim country.
