Unfortunately today my Twitch account was hacked and made several subscription payments. Meanwhile, the situation is under control, password has been changed and informed all parties (Paypal, Twitch and Xsolla). Now it's like I got an email that someone from Florida logged in to me, I also have an IP address. Can be reported with something to report that you can pursue this?

The comes from abroad apparently there can do a lot of net

Clear. You can refund an ad against unknown.

Whether one gets to grasp the person, so it can determine who that was, but is another question. I think that's pretty unlikely if only the IP address is known. Also, since the access seems to have been made via a foreign server.

Oh well, I thought with the IP address could determine the location of the computer and perhaps so synonymous of the user. I mean I will not have been the first and only injured after all. Somehow you have to be able to stop him.

Where do you get the idea that it is a person? There will be a bot that sees through the nets and scans for open holes to exploit them. The perpetrators are not in Florida, but somewhere. The calculator in Florida can be another hacked Internet user.

Probably that is not directly the IP address the one received from its Internet offerer. If the culprit is not stupid, the IP address you've identified is just the address of a proxy or a VPN. That He switched another server in between. The intervening server then probably did not record any connection data, so the offender can't be traced back.

And even if it were possible to determine the place of origin in which the perpetrator sat, this may have been some computer in an Internet café or the perpetrator may have gone over some not or poorly secured Wi-Fi network.

If the culprit has not been stupid, it will be difficult to impossible to identify the culprit. And even if you can identify the culprit, you have to prove in fact. Maybe a possible lawsuit is so complicated / expensive that it will hardly be worth it.
