Is it worth switching from a television to a monitor? For performance and fps? If so, is a 60 Hz with 1 ms sufficient or rather more Hz?
It depends on the TV and your Xbox, if you have an xbox 360, then more than 60hz is of no use to you, because it can only deliver 60fps. In that case, I would look on the Internet to see how high the latency of your television is. Some are really not bad, but it can also be that it is extremely high in the end and then it would be worth it. If your xBox can deliver 120fps, I definitely advise you to buy a monitor that supports this. You have to be careful with the monitor latency, however, since the 1ms that is written on it is mostly wrong, then just google it again before you buy one.

My Xbox has a maximum of 60 fps and my TV has 60hz with 10ms or so (I didn't find out) I would like to put a monitor on. Gladly 60 hz with 1 ms, but it would be better with a e.g. Play 144 hz monitor or does that make no difference because the Xbox only manages 60 fps maximum?
144hz won't do you any good if your xbox can only do 60fps.

It depends on what your console does and what kind of TV we're talking about.
Very few games achieve 120 FPS on the new consoles with a graphical cutback. Most run at 60 and the last generation is only 30.
With a good TV, the input lag in gaming mode is so low that it has no effect.
I play on a 55 inch 4k HDR Qled from Samsung and no monitor in the world gives me such a great picture.
