My girlfriend and I want to play Minecraft together. I have a switch and she has an Xbox One.

You just need to connect both consoles to the Wi-Fi network. It doesn't matter whether the Wi-Fi network has internet, because Crossplay works in Minecraft without internet. You only need a Wi-Fi router or a smartphone with a Wi-Fi hotspot function.
