This is the current stable long-term support version. If a new long-term support version appears, Lubuntu's Update Manager will report this and provide an update.
After the download just write the ISO with this tool https://unetbootin.github.io/ on a blank formatted USB stick. The stick must be formatted FAT32. Then boot the stick. If you can't boot from USB, there's a solution for that: you need the Plop Boot Manager. This is a boot CD containing a USB bootloader.
