If he has not paid via PayPal or has paid through friends and family (PayPal payment method), then try to display him!

Contrary to other answers, you can't withdraw the money when paying via PayPal - not to friends or family.
You have to open a buyer protection case, and PayPal then decides whether they will refund the money.
