1/4 (half in the horizontal as well as half in the vertical), but the resolution and performance are not scaled 1: 1. As far as I know, 144Hz is not an HDMI specification, i.e. It is less about the performance of the computer nor about the bandwidth of the transmission, but only about whether 144Hz are controlled at all. With the PC there's a specific PC resolution or can an individual resolution be set, I don't know whether this is possible with a console.

How much fps you have is not related to it, by the way, one is a periodic signal when the panel is activated, the other an average value of the images per second that your system can calculate. The fps value fluctuates continuously depending on the scene and viewport and you will hardly ever have over 120 fps in any game.
