Do you need an xbox for the xbox digital TV tuner or can you connect it to the television and can you also watch Turkish channels?
The xbox tuner is just pure hardware. There's still no user interface or the same in it. So without an xobox, things are as useless as a cordless screwdriver without a battery.
I recommend a simple salteitenreicver for receiving via satellite, for receiving via the network preferably an android box, and when it comes to cable TV, you should make sure that the reciver is dvb-c2 certified, because you can get it without a smartcard from the provider you via cable, if at all, one or two turkish stations in germany.
