The smaller corporations have a shattering eye on the big corporations. They prefer to have them away. Because the smaller developers flood the market with too many games and very important: the console manufacturers get less money than with large developers.

They just want to promote their own platform. There's nothing about financial support. You will probably only get any software and support where you can call.

I think Microsoft only wants to make coal with it. Nothing else. If you want to develop one, do it on your own and not by licking the but of someone like Microsoft.

You just have to apply there. And present your idea. I would not do it. Just develop a PC game. This is better and you can also make it an open source project to earn a little more money.

Why self-employed? You don't need a company to develop a game. You are an artist as a game developer. If you do less than 8,000 a year you don't need anything. You have to register as a freelancer.
8000 a year is a joke! You earn more with a minimum wage.
