From how many years on mobile phones and how long to gamble (so generally gamble, PS4, Xbox, PC etc?

If a child plays for so long that it has disadvantages, then it has to reckon with the consequences. You should at most give advice.

I'm not a parent myself, but I would give my child first mobile phone only at secondary school. Since I'm not on the state as it is currently, I would not do it to my child to be teased because it has no smartphone or video games allowed. I just think it's important that a child has lots of other life experiences besides gambling.

Where is the problem? Has no influence on anything

I do not care because I early started to play pc (but violent games only 12) and handy so a really good smartphone I had only 16 phone is actually much more dangerous than pc I think. So PC is not bad from childhood on but smartphone only prefers 13 or 14 at the earliest.

I feel a touch of irony. Even if it sounds silly now, but if the child does not stop, that's not my problem. If it lands under the bridge later, hopefully it has learned something. If not, then it's hopeless anyway.
