Forza horizon 4 manual circuit?

I can't switch manually at horizon 4 or adjust this.

Can only upshift but then not down or vice versa in the layouts "not assigned" and I can't assign that.

Play on the pc with xbox 360 controller

Look again at degree of difficulty to see if you have manual gear set. Then look again at key control, where the gear down in another key or not was assigned.
