Am currently in a quandary with a purchase decision 2 of my friends own the game Rust on Steam and I would get this game on Xbox and then play with them. Can we still play together then?

No, crossplay is only available between the PS4 and the Xbox, I suspect there's no corssplay between the Console Edition and the PC Edition because the two versions were developed by different studios.
