The sister of a friend has a severe disability and currently lives in the apartment of my acquaintances. This sister is 23, has no legal guardian and has no contact with her parents. She is destitute and previously worked only in workshops for the disabled. Actually, she governs her life alone despite her disability, only she became homeless and then succumbed to her sister.
However, she is not 100% disabled in terms of disability. Some years ago she had to do an IQ-test with the result of only 68 IQ-points. Therefore, she was then classified as slightly retarded. She also has a mental disability and has therefore had 50% disability. She graduated with a double-cut and became unemployed afterwards.
What I mean by that is that she is destitute, unable to work on the 1st job market and therefore unable to pay for the damage herself. She does not even have liability insurance.
The damage came when she overflowed the bathtub in her sister's apartment and then the water dripped down through the ceiling at the neighbors. The water is dripped on the floor and several electrical appliances (including Flat-Screen and XBox). This resulted in damage of at least 10,000 euro. The question now is who will pay for the damage? The disabled sister can't pay because she already has debts and lives on only 70 euro pocket money.
