PS 5 claims to be backwards compatible and compare how cyberpunk looks on ps4 and how it looks on ps5. And the update for the Nextgen PS5 that makes a bigger difference is not out yet.

You don't really need a PC for this.
If you only want to operate the whole thing with a PC, it will probably be too complicated overall. Starts with the hardware and continues with voice chat and games with your friends.

So if you want to run it as cheaply as possible, I would still pay 100 euro more but buy a PS5 as soon as it is available again. (Digital Edition, so you don't have a drive and have to download all the games from the PS Store, which I personally find more pleasant anyway)
