Games purchased online must be fully downloaded.
If you buy the game on disc, the data is on it so you don't have to download it online and the game case can be put on the shelf, which some people find nicer.
Nowadays, however, the games are mostly saved completely on the console's internal data carrier, so primarily you only save download time and updates still have to be downloaded.
