I want to buy a game console either PS4 or Xbox. Which makes the picture quality better for a 4 K television?

Ps2 best. Nonsense. None of the consoles mentioned support 4K. So you'd have to wait for PS5 / XboX Series X to arrive. Probably the Series X gives a better picture because it has a lot more graphics performance. But you will hardly notice.
