Can you have multiple cities in ACNL?

I've seen some who said they had 2 cities and changed briefly (in videos and co.) but they also claimed that they didn't have 2 identical cassettes

Is that possible?

That's fine. With CFW (Custom FirmWare) you can load different saved games onto the game
