You can see an empty package. But you don't see who took what and when or whether something was in there at all.
You can see a package that is open on one side, which has already been opened on the other side and then closed again with clear adhesive tape. But you don't see when and by whom the package was opened or whether it arrived at your place in this state.
A witness would be good.
That does not necessarily have to be the case, since the pandemic is conditionally contactless and without a signature, it could have been the neighbor or someone else. In my neighborhood, a flat-screen TV suddenly got legs last week for over 800 euro, it was brought by Hermes and simply put in front of the door.
It is best to contact Saturn directly, since that is your contractual partner. Buyer protection is an option if they don't recognize your rights.
Explain to Saturn that the package was open and arrived empty. They should either refund you the money or send you a new device.
You don't have anything to do with DHL, because the device was owned by Saturn at the time of the alleged theft. They will certainly file a complaint.
Why do you open a case directly on PayPal instead of first contacting Saturn? 🤨
