Will hyrule warriors Time of Devastation become a game of its own?

I'm a huge Nintendo fan and the new hhomework communal out I have seen many trails and want to buy it. But I don't know if it will come out as a dlc or a new game. I already own hwde and wanted to know whether I can buy it as a dlc for my hhomework or whether I have to buy it again
