I had wanted a TV in my room for about 2 years so that I could play PS4 there in peace and my parents could watch TV in the living room.
But my parents don't buy me and don't allow me to buy one myself. My father says he buys me a TV during this vacation (1 week is already over, he still doesn't have one). The problem is that right at the beginning of the vacation I got a blue letter with 4 compartments on it.
I asked my father if he was still buying me a TV, he said yes, but when I asked him when he would buy one, he spoke about the notes.
Then he freaks out and says you never improve, although I've made a lot of improvements this year, but he never addresses them and only talks about my bad things (I got a blue letter since grade 7 that I was at risk of being transferred am, but I got through every year, now I'm in the 10th) My father naturally says that I only managed the whole class thanks to him, even though he didn't do anything.
I started studying at the beginning of the vacation, but nobody was interested. Now I don't learn anymore and they say that I should learn.

Your education is more important than any games, your parents are already doing the right thing.
The fact that you no longer learn from defiance now only makes things worse.
That your father says he buys him and then doesn't do it is not okay. However, it's perfectly okay to delay buying or not buying the TV so you can focus on learning.
I would do the same as a father.
I'm learning, but then they don't see it. And even if I make an effort but end up with a bad grade, it is for them as if I didn't try.
A good school education is the key to success!
If you manage to get a good report and not just "get through", then your wish may be fulfilled ;-)
Just because they leave it uncommented doesn't mean they don't see it.
Maybe you should talk to your parents or think about ways to get better grades if learning 08/15 doesn't work for you. Meet up with friends to learn, learn in a book series (especially popular with people who are attracted to you) or learn with other systems (index cards / writing papers / learning notes / making short explanatory films / …)
You will have to think about something, because I agree apophis, to be defiant now and possibly to stay seated is definitely not the way that leads you to the goal.
