Want to buy a ps4 on ebay. However, everyone wants me to pay family and friends via PayPal, which means I have no buyer protection.
Now someone offers me to send me a picture of their ID when paying with family and friends via PayPal.
Do you think I'll probably get scammed anyway?
Stay away from payments via friends and family - because as you have already noticed, you have no buyer protection.
Maybe a golden middle ground - offer the seller to pay 50% of the fees.

No sensible person sends something private and "explosive" like his ID to complete strangers.
If someone offers you something, he's either totally stupid or a fraud. It is mostly the latter nowadays… They then use ID cards that they have stolen or found. The person on the ID is then not the seller!
So no, leave it.
Apart from that, it is against the terms and conditions to buy something and pay with the option "friends and family". This option is only for FRIENDS and FAMILY, for gifts of money!
Yes, that's what I mean. Leave it!
But you can test it out:
Open up uninformed and ask what PayPal goods and services are all about. You would have heard about it, but you don't know your way around. 😉
I would be curious about the answer! If one comes…
Want to buy a ps4 on ebay.

I also think that you want to buy classified ads on ebay because:
However, everyone wants me to pay family and friends via PayPal, which means I have no buyer protection.
If you buy on ebay, you do not have this option.
Now someone offers me to send me a picture of their ID when paying with family and friends via PayPal.
This is one of the usual scams used by users of the ebay classifieds site.
Stick to what eBay recommends classifieds and shows on every corner:
And that means: cash payment on collection / meeting.
