Purchased PS4 games no longer available after deleting the account?

I have a PS4 slim that I'm going to sell now. I bought NFS Heat in the Playstation Store on my account. Now I'm wondering whether you can still play NFS Heat if I delete my account, so there's no longer an account on the Playstation. If the buyer creates an account now, he will be able to play NFS Heat, or he will have to buy the game again

If you remove the account from the Playstation, nothing happens. Then the new owner signs up and buys the game himself.

If you delete your account completely, of course everything is gone.
