I have an external hard drive (1TB HDD) that I want to connect to my PS4. To do this, the hard drive has to be formatted and all data is lost. I already know that. Now to the question. Can I use the external hard drive again for my PC once it has been formatted? Or can you then no longer format them back? After I used it once for the PS4, is it unusable for the PC?
You can use them again and again for different systems. Must just be reformatted.

The hard disk can be "reformatted" again.
Just like its predecessor, the PS4 also supports USB sticks and external hard drives in FAT32 format. Support for exFAT has been added. However, you can't use NTFS systems.
Your PC can use all of these formats, so you don't even have to change the partition type if you want to use them on your PC again.
