I have a 165Hz monitor, but the refresh rate says 60Hz in the monitor settings.

I think you don't understand my question.
You can usually set the Hz number under the image settings of the connected device, sometimes also in the monitor settings (although this is of no use if only 60Hz output is set on the PS5). The "Performance" mode and a suitable cable are also required.

No, you normally don't have to change anything on the monitor. The resolution and the Hz number are on my monitor when I go to the monitor menu. The visible Hz number in the monitor menu changes when I change the Hz number on the PC (I think the console is the same).
So if this is already in your monitor menu somewhere, or you can't set the Hz, then it adapts automatically. Of course, your screen must also be able to reproduce a higher frequency.
EDIT: Read your question again. If your monitor shows 60Hz, the Hz number must be set again in the PS5 or on the monitor. If you are using an HDMI cable, you can't have more than 60hz. So you need a Displayport cable

I think the Ps5 doesn't have a display port cable connection. Then you must have a cable and a screen with HDMI 2.1.
The problem with the HDMI cable is so wrong HDMI 2.1 can theoretically up to 144hz.

Yes that is correct where your PS5 can only have a maximum of 120hz anyway, so 144 or even 165hz are not possible anyway.

You could maybe try an HDMI 2.1 to Displayport adapter… Displayport doesn't have a significant limitation on Hz.

So in my experience I never got more than 60hz with any HDMI connection… I know that it is sometimes possible, but not always. For me, Displayport has proven its worth.
