But this message appears on Amazon (see photo) have already set up this billing address.

Buy the credit not only on Amazon, there are websites that offer you the credit cheaper. Google just PSN credit and find a side out. Then you pay, for example, only 90 euro and get the code on it by mail. I have often shopped this way and it always arrived on time.
