Ps4 thermal paste renewed, but it is too hot at the top. Normal?

I exchanged the Wlp with my father from my old Ps4 because it overheated and always went out. Now Ps4 is really quiet and it doesn't crash anymore, but the Ps4 is really hot upstairs. Touch the metal plate at the top and it feels like it's boiling. The fan also rotates normally, but at the top it looks too hot and it is very quiet. Is it normal now because the heat is dammed up or is something wrong?

You can forget the ps4 anyway regarding cooling.

You can't do anything as far as I know.
