No, they are not serious.
You can't pre-order a PS5 anywhere at the moment and it will stay that way for the time being. Such sites that offer some are ripped off.

I have never heard of these sites before, so I now suspect two scenarios.
You can pre-order a PS5, there's delivery from November 19th, but if you don't deliver the PS5 until March 2021 then it's from November 19th. Right, too.
You can pre-order but you won't get one.

Very questionable site. The first page mentioned is from Germany, with a German address. There's no tax number in the imprint, but it is mandatory.
On the net you can find some people with their names, but nothing more with their phone number.
Even if I suspect the business wrongly, but I wouldn't want to buy anything.

You can't get money back from the bank if you transfer. This is only possible if the money has been debited via a direct debit authorization. You would then have to sue for the money. π€·βοΈ
