Upload or appear Twitch video?

A question about Twitch. With streamers I know, when they stop the stream, the video from the stream comes online. So right away. Is that something in the settings or something? Because a buddy of mine started Twitch and there's no videos available for i'm even though he has just finished the stream.

Can anyone explain that to me?

The streamer must activate this in its settings under Settings - Stream Keys & Preferences - Activate previous transmissions.
