Can a saved stream be uploaded to Twitch?

I recorded a stream of Fifa19 with the PS4. If I then go to share the stored video, is only facebook, youtube and twiter there. How can I upload the saved stream to the Twitch PS4?

I mean you have to be Twitch Partner by now.
